My unofficial gardening advice is move them after they flower and the green is starting to yellow. The foliage only lasts a month or two anyways. Then move them after that. I have moved tulips, daffodils etc with the foliage still attached and they came up fine the next year. They are pretty tough.
All the work looks so great so far!! :) And yay for rhubarb! How fun to have your own patch of it!
